John Boulangier is an Attaché in the Service International Relations for Belgium's Federal Public Service. He holds a Financial Services degree from Fiscale Hogeschool, Brussels. He also holds a Tax Certificate in Personal, Corporate, Non-Resident, and Internal Procedures, respectively. Mr. Boulangier is well-versed in matters pertaining to international treaty law, negotiations involving the mutual agreement procedures, application and interpretation of international tax treaties, including the Vienna Convention on Diplomatic Relations, as well as providing legal advice on administrative claims and judicial appeals. Mr. Boulangier has acted as expert witness in numerous cases involving treaty interpretation.
