Mr. Boulangier is well-versed in matters pertaining to international treaty law, negotiations involving the mutual agreement procedures, application and interpretation of international tax treaties, including the Vienna Convention on Diplomatic Relations, as well as providing legal advice on administrative claims and judicial appeals. Mr. Boulangier has acted as expert witness in numerous cases involving treaty interpretation.
