Two huge disruptions have occurred in state and local taxation in the past two years: the U.S. Supreme Court’s 2018 Wayfair decision reversing a half-century old physical presence nexus standard, and this year’s devastating impact of the Covid-19 pandemic. Compounding the almost incomprehensible toll on human life is the collapse of the economy across the globe. In the U.S., businesses and states alike are struggling to survive the fallout. Hear from veteran SALT and economic policy experts about how businesses were contending with post-Wayfair laws and rules before Covid-19. Also hear how the global pandemic has shaken companies’ ability to comply with new economic nexus and marketplace rules while also navigating the uncertain state and local tax policy and revenue landscape taking shape in the midst of the global crisis.

Eric Kazatsky

Eric Kazatsky is Bloomberg Intelligence’s Head of Municipal Strategy and is responsible for creating municipal focused research for Bloomberg Terminal clients. Prior to work at Bloomberg he served as the instiutional desk strategist at Janney Montgomery Scott and municipal portfolio manager SEI Investments. At Janney he distributed weekly research notes specifying relative value opportunities for both Janney inventory and secondary market customer sales. At SEI he oversaw credit and portfolio management for a $3 billion separately managed account platform.

Eric has a B.A. in finance and economics from the University of Pittsburgh, an M.B.A. in finance from St. Joseph’s University, and a M.S. in investment management from Temple University.

Mr. Rosen is a partner in the law firm of McDermott Will & Emery, where his practice focuses on tax planning and litigation relating to state and local tax matters. He has served as the Deputy Counsel to the New York State Department of Taxation and Finance, Tax Counsel to the New York State Senate Tax Committee and Counsel to the N.Y. Governor's Temporary Sales Tax Commission. Mr. Rosen has held executive tax management positions at Xerox Corp. and AT&T.

Shirley Klenda Sicilian is National Director of State and Local Tax Controversy in KPMG LLP's Washington National Tax office. In this role, Ms. Sicilian supports KPMG’s network of controversy specialists in every state and delivery of KPMG SALT controversy services nationwide. Ms. Sicilian is a recipient of the national Paull Mines Award for Outstanding Contribution to State Tax Jurisprudence. Prior to joining KPMG, Ms. Sicilian was General Counsel for the Multistate Tax Commission. She previously served as Director of Policy and Research, and then General Counsel, for the Kansas Department of Revenue.

René Blocker

René Blocker is Practice Lead for Indirect Taxes at Bloomberg Industry Group. She is responsible for maintaining and updating Bloomberg Tax & Accounting’s Sales and Use Tax and Excise Tax Navigators and Portfolios. She joined Bloomberg BNA as a State Tax Law Editor in December 2015. René's experience in state tax includes 11 years working at the Multistate Tax Commission, and four years serving as Deputy Attorney General for the Attorney General of New Jersey where she litigated state tax cases. She holds a J.D. from Cornell Law School, and received her B.A. in Political Science from Brooklyn College, City University of New York.
