After the Pandemic and the 2020 Elections: Are State Tax Increases on the Horizon?

Description

The U.S. is in midst of the worst health care pandemic and economic crisis of the last 75 years. The first phase of the crisis has been dominated, not surprisingly, by fiscal and tax stimulus. At some point, however, as the health and economic crises abate, both federal and state governments are likely to switch to tax increases to address government revenue shortfalls, fiscal deficits and demands for more government spending.

This webinar will explore some of the likely federal and state tax proposals including corporate tax increases and base expansion; payroll and personal income tax increases; gross receipts taxes including digital services taxes; wealth taxes; and environmental taxes. The panelists will discuss standalone state tax proposals and potential federal tax legislation with state tax implications. The panelists will also contrast the different government and business perspectives on future fiscal and tax policy.

Stephanie T. Do

Stephanie T. Do is Tax Counsel for the Council On State Taxation (COST). Prior to joining COST, Stephanie worked at Eversheds Sutherland (US) LLP’s state and local tax practice in Washington DC. Her practice included state tax planning and structuring, resolving multistate litigation and controversies, legislative and regulatory monitoring for various industries and federal and state legislative drafting and advocacy.

Prior to Eversheds Sutherland (US) LLP, Stephanie was in PwC’s state and local tax practice in Seattle, Washington and McLean, Virginia. She advised on income tax, gross receipts tax and sales and use tax restructuring, provided audit defense and managed multistate administrative appeals.

Stephanie is a frequent speaker on state and local tax issues, including for the Multistate Tax Commission, Tax Executives Institute, and COST.

She earned her Juris Doctor and Master of Laws in Taxation from the University of Washington School of Law and her Bachelor of Arts in Political Science and Business Management from the University of California, Irvine.

Nikki Dobay

Nikki Dobay is nationally known for her deep experience and understanding of state tax policy and the legislative process. She also advises her clients on sophisticated multistate tax issues as well as the consequences and planning opportunities related to corporate M&A transactions and oversees state and local tax controversy matters, ranging from audits to appellate litigation, and involving sales and use taxes, income and franchise taxes, property taxes, and constitutional issues.

Nikki regularly engages with statewide business and taxpayer associations and departments of revenue, as well as national tax administrator organizations, including the Federation of Tax Administrators (FTA), the Multistate Tax Commission (MTC), and the National Conference of State Legislatures (NCSL), on key SALT issues impacting multijurisdictional taxpayers.

Nikki’s previous experience includes spending five years as senior tax counsel for the Council On State Taxation (COST). She also gained experience working in the national office of a Big Four accounting firm and at a large international law firm and a large corporate law firm in Oregon, where she assisted clients with multistate tax issues and Oregon tax controversy matters, including proceedings in the Oregon Tax Court.

Karl Frieden

Karl Frieden is the Vice President/General Counsel of the Council On State Taxation (COST). Karl’s responsibilities at COST include managing its amicus program, leading its advocacy program on state tax legislation and regulation relating to federal tax reform, and overseeing state tax research studies  for COST’s affiliate - the State Tax Research Institute (STRI).  

Prior to joining COST, Karl was a tax partner with Ernst & Young and Arthur Andersen.  Earlier in his career, he was the Deputy General Counsel of the Massachusetts Department of Revenue.  Karl has had extensive experience with most types of state and local taxes and with international income and indirect taxes.  Karl has spoken on state and local and global tax issues at business, government and tax policy forums in the US, Europe and Asia.  He has frequently testified before state legislatures and the US Congress on state tax policy issues.

Karl is an Adjunct Professor of Law at the Georgetown University Law Center where he co-teaches a course on “Survey of State and Local Taxation.”  He is the author of numerous articles on state and local taxation; and wrote the book, Cybertaxation: The Taxation of E-Commerce (CCH 2000) – the first comprehensive book written on the taxation of the digital economy. 

Lindsay Trasko

Lindsay Trasko is a State Tax Analyst at Bloomberg Tax & Accounting. She is a member of the Direct Tax team, where she analyzes recent changes in state tax law, develops new products and maintains existing products, including practice tools, navigators and portfolios, concentrating on corporate income, individual income, estates, gifts, and trusts, pass-through entities, and IRC conformity. 

Prior to joining Bloomberg Tax & Accounting, Lindsay practiced at a small firm in Virginia Beach, focusing on federal, state, and local tax, estate planning and administration, consumer bankruptcy, and business formation. She also served as a judicial clerk at the Virginia Beach Circuit Court. She earned her Juris Doctor from the University of North Carolina School of Law and her Bachelor of Arts in Sociology from Stonehill College.
