Glenn C. McCoy, Jr. is a Principal in Ryan, LLC’s National Tax practice in its New York City office. In this role, Mr. McCoy helps clients and Ryan professionals stay on top of breaking tax-related developments and trends through email alerts, webcasts, client briefings, and special events, and by publishing articles in leading professional tax publications. He offers a depth of tax knowledge to clients to resolve complex tax issues in a wide variety of areas, including tax recovery, consulting, advocacy, compliance, and technology services. Previously, he served as a Director in the New York City office of a Big 4 public accounting firm. Prior to that, he served as Principal & Practice Leader for the Multistate Income/Franchise Tax Practice of Ryan, Inc., and as the National Partner-In-Charge of state and local tax services at BDO Seidman. Mr. McCoy began his career with the Oklahoma Tax Commission, serving as Assistant General Counsel, and as Director of the Income Tax Division. He also served as the Director of State Taxes/State Tax Counsel for Kerr McGee Corporation. Mr. McCoy specializes in state and local tax issues and has experience in handling complex audits, protests, and appeals. He has represented clients in administrative hearings and settlement conferences in over twenty state jurisdictions.
Mr. McCoy is also a noted speaker on state and local tax topics having presented at the following symposia and organizations: Tax Executives Institute (TEI), the Federation of Tax Administrators (FTA), the Georgetown University Advanced State & Local Tax Institute, the Council on State Taxation (COST), the Paul J. Hartman State & Local Tax Forum, the IPT Annual Conference, ABA/IPT Advanced Tax Seminars, the NYU Annual Institute on State & Local Taxation, and the ABA Midyear and Annual Tax Meetings. Mr. McCoy was appointed an Adjunct Professor of Law at Georgetown University Law Center for the 2014 - 2015 academic year. Mr. McCoy was the recipient of the Distinguished Service Award in 2014 and elected as a member of the Board of Governors in 2019 for IPT. He was appointed to the Executive Committee of the ABA State & Local Tax Committee in 2019, and effective January 1, 2023, he was named to the Tax Notes State Advisory Board.
Mr. McCoy received his bachelor’s degree in accounting from Oklahoma State University where he was awarded the Dean Raymond D. Thomas award as the outstanding graduate in the College of Business. He received his J.D. from the University of Oklahoma College of Law where he served as Editor of the Oklahoma Law Review.
